Michael Baker International is seeking a Technical Specialist to join our team. The successful candidate will be an exceptional communicator who can work across multiple projects and multi-disciplinary teams. The Technical Specialist will support several ongoing FEMA contracts in support of the National Flood Insurance Program and may also be asked to support other contracts as needs arise. This position will join a collaboration of experienced planners, floodplain engineers, geospatial professionals, and project managers dedicated to serving our clients.

Responsibilities include:
  • Review project requirements and confer with managers and technical staff to determine assistance required in project execution.
  • Manage and execute projects related to natural hazards and community resilience.
  • Coordinate or perform work to gather data and materials.
  • Perform research to inform and support project task and approach.
  • Research, develop and manage existing and new partnerships with a variety of stakeholders and local influencers.
  • Support the development and delivery of mitigation planning tools, resources, guidance, and training (in person and via webinar) to state, tribal and local governments.
  • Provide subject matter expertise and community engagement support in a variety of community meetings where multi-hazard mapping products and risk assessment tools are updated to accurately show multi-hazard risk based on existing and future development.
  • Support the development and coordination of localized strategic communications plans and content related to community resilience.
  • Prepare written materials including communication plans, engagement plans, outreach materials and reports.
  • Provide guidance to client or other project personnel.
  • Interpret technical data to develop accessible messaging for intentional information-sharing opportunities.
  • Interact with client to ensure satisfactory customer service.
  • Working with other technical staff, develop new approaches to solve problems identified during project/production activities.
  • Perform quality control procedures.
  • Occasional to moderate travel will likely be required.
  • Prepare and may present program information to team members, management, and clients.
  • Work with other technical and administrative workers engaged in project activities.
  • Maintain a working knowledge of government and industry codes and standards.
  • Other duties as assigned.
  • Minimum of 4 years of related experience.
  • Four-year Bachelor's Degree in Planning, Communications, Environmental Studies or related discipline.
  • Ability to obtain a Public Trust Clearance, U.S. Citizenship preferred due to contract requirements.
  • Knowledge of geospatial concepts/solutions and data management techniques.
  • Excellent oral and written communication skills, proactive communicator and problem-solver.
  • Strong attention to detail and demonstrated ownership and accountability for work.
  • Capability to work in a dynamic environment, including a demonstrated willingness to be flexible and adaptable to changing priorities.
  • Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public.
  • Strong multi-tasking and organizational skills.
  • Certified Floodplain Manager (CFM)
  • Experience with National Flood Insurance Program (NFIP), FEMA Hazard Mitigation Assistance (HMA), hazard mitigation, community or environmental planning, and/or resilience.
  • Ability to travel periodically, as needed (less than 20% and in accordance with current guidance).
  • Knowledge of climate adaptation, DEI (diversity, equity and inclusion) practices, and future conditions.

The salary range for this position is $72,000-$100,000.
