Position Summary: The HSES Manager will lead, develop and implement health, safety,
environmental, and security policies and procedures to ensure the safe and fully compliant operation of
the facility, including the Biorefinery and Feedstock Processing Facility.
The chief responsibility of the position is to protect employees, neighbors, customers, the environment,
and company assets through the implementation of personal and process safety programs,
development of training programs, management of safety procedures, and proper review of plant
operation and changes.
Responsibilities:
Lead OSHA and EPA compliance by managing, coordinating, and implementing all
fourteen (14) elements of the PSM standard.
Direct, lead, and manage proactive safety, environmental and training programs including new
hire safety training, ongoing proficiency training, employee safety committee, and behavioral
safety program.
Provide leadership, counsel, training and technical assistance for any matters related to health,
safety (personal and process), environmental and security to attain safety, environmental,
production, quality, and cost targets.
Complete all HSES recordkeeping and reporting for both internal and external audiences.
Manage and maintain all environmental permits. Ensure all required reporting is completed
accurately and submitted to regulatory agencies on time. Provide training to all team members
on environmental permit requirements, limits, consequences, and required actions.
Manage SPCC requirements and response plans. Ensure regulatory compliance for disposal of any
waste or residual material.
Develop and administer security programs for both the Biorefinery and Feedstock Processing
Facility.
Develop, execute, and improve industrial hygiene programs. Drive all required actions to
completion. Ensure team members trained on hazards and requirements.
Lead PHAs or hazard evaluations for MOCs and plant projects. Ensure risks are considered,
evaluated, and mitigated.

Manage the incident investigation program. Ensure investigations completed per procedure. Lead
investigations for significant incidents, including root cause analysis. Ensure team members
receive adequate training.
Create or review all HSES policies and procedures for. Review operating procedures as
requested/needed to ensure PSM compliance.
Develop and implement key performance indicators (especially leading indicators) to track to
report personal and process safety metrics to management.
Inspect and evaluate the facility environment, equipment, procedures, and processes to ensure
compliance with government safety regulations and industry standards.
Conduct compliance audits of all safety processes and programs including PSM, RMP, permit-towork,
and lockout / tagout.
Facilitate pre-startup safety reviews (PSSRs) for safety MOCs and projects. Participate in other
PSSRs as needed.
Develop Emergency Action and Response Plans and coordinate the plans with the local emergency
responders. Develop and execute emergency response activities including What-If exercises and
evacuation drills.
Working with Human Resources, assist with the administration, coordination and management of
drug and alcohol testing at both facilities per Drug and Alcohol Policy, which
includes random and post-incident testing.
Assist Human Resources with Workers Compensation claims, including ensuring required forms
are completed on a timely basis.
Perform all other duties as assigned to ensure the overall success of.
Qualification Requirements:
B.S. Degree from an accredited institution.
7+ years' PSM experience in chemical manufacturing (or similar) environment.
Proficient with OSHA, PSM, EPA and other government regulations. Knowledge of risk assessment
methodologies, PHA techniques, Quantitative Risk Assessment, and ALARP. experience in
handling process safety related activities such as leading HAZOP studies and incident
investigations.
To ensure the effective and safe performance of the job, the ability to effectively communicate in
English with others, in both written and in verbal form is required, as well as reading and writing
skills, and the ability to perform basic mathematical calculations.

Working Conditions:
The biorefinery is an outdoors based chemical processing plant environment, which includes but
is not limited to chemicals, dust, noise, hot and cold surfaces, pressure vessels, tanks, rotating
equipment, vehicular traffic, and the necessity of working at heights and in confined spaces.
Work may be required to be performed outdoors in inclement weather such as wind, rain, sleet,
snow, and hot or cold temperatures.
Ability to work off shift, weekends or holidays as required to support planned and unplanned
downtime conditions and significant incident response needs.
Physical Requirements:
Job duties may routinely require standing, climbing ladders, walking, sitting, twisting, stooping,
crouching, kneeling, talking and hearing, making visual inspections, making precise hand and
finger movements, reaching or grasping.
